It is prepared by the need to review the current waste plans to, on the one hand, update its prevention, recycling, recovery and elimination objectives to the new European and state objectives, and on the other, to adapt its structure, contents, periods of validity, and frequency of evaluation and review of the provisions of the State Waste Framework Plan (PEMAR) 2016-2022 and the new European guidelines. On the other hand, it arises at the time of reinforcing and accelerating Andalusia's transition towards a circular economy, to boost competitiveness, create jobs and generate sustainable growth.
